A Study on the Model of Construction Engineering Life-Cycle Quality “Three Circles” pattern for supervision

摘要:

基于项目质量的基本理论,借鉴价值链理论的相关思想,以建筑工程质量管理及建筑工程全寿命周期的概念为基础,提出了全寿命周期质量监管的理念,建立了建筑工程全寿命周期质量监管以政府监管体系为主、社会监管体系为辅、相关责任主体明确的“三环”监管模式。

Abstract:

Based on basic theory of project quality management, refer to the related theory of value chain, On the basis of construction engineering Life-Cycle management, Put forward the concept of Life-Cycle quality supervision, On the basis of the concepts on CEQS and Life Cycle, it builds up a “3-cirle” model on Construction Engineering Life-Cycle Quality Supervision (CELCQS) for the supervision agencies. In this model, government regulatory system plays a principle part, public supervisory control system a second part, and duty subjects take charge of their duties accordingly and directly.
